合同履约期限：本项目计划一招三年，合同一年一签，首个合同服务期为自合同签订生效后一年。具体起止时限待采购合同签订时另行约定。

The Contract Period: This project is planned to be awarded for a period of three years, with contracts signed annually. The initial contract service period is one year from the effective date of the contract. The specific start and end dates will be further agreed upon upon the signing of the procurement contract.

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)Qualification requirements to be met to implement government procurement policies: 1. Compliance with the provisions of Article 22 of the Government Procurement Law of the People's Republic of China. 2. （4）法人依法设立的分支机构以自己的名义参与投标时，应提供依法登记的相关证明材料和由法人出具的授权其分支机构在其经营范围内参加政府采购活动并承担全部民事责任的书面授权。法人与其分支机构不得同时参与同一项目的采购活动；
(5）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。
（6）本次招标不接受联合体投标，不允许合同转让与分包。
